# October 22, 2026 Climate & Infrastructure Committee

The Minneapolis Climate & Infrastructure Committee met on October 22, 2026. The committee approved its consent agenda, which included project designations and cost estimates for 35th and 36th Street reconstruction and MnDOT’s University Avenue Northeast Phase 1 improvements; a Hennepin County agreement and related appropriation for North Side Greenway Phase 1; a Minneapolis Park and Recreation Board agreement for an urban tree and greening pilot; and a contract amendment with Minger Construction Companies, Inc. for the Newton Avenue Sanitary Sewer Reconstruction Project. The agenda also included acceptance of a sole bid for heavy-truck and equipment body work and other easement and infrastructure matters. Following a public hearing, the committee approved special assessments for water service line and sewer lateral repairs, which staff described as a voluntary financing option for property owners. The commercial and multifamily energy-disclosure repeal ordinance was returned to its author for further discussion rather than advanced.

Staff presented a study of funding options for zero-waste initiatives, identifying organized commercial collection as the recommended longer-term approach; staff said state-required steps make implementation take at least 107 months. The city reported annual SCORE funding of about $1.5–$1.6 million, ongoing Climate Legacy Initiative support, and plans to seek a Minnesota Pollution Control Agency organics-management grant, with award timing expected in 2027. The committee also received updates on city-building decarbonization projects, including solar and geothermal work. Staff described a $2 million annual request for emissions-reduction capital funding, while noting the current budget proposal is lower, including $1 million proposed for 2027. No new contract award for those energy projects was made at this meeting.
