# Conservation Commission 10/22/2026

The Franklin Conservation Commission meeting on October 22, 2026, focused on wetland permitting, enforcement, conservation stewardship, and habitat management. The commission approved the Notice of Intent for 78 Populatic Street with conditions covering a native-shrub buffer, tree protections, daily trench backfilling and stockpile stabilization, and a revised plan; the applicant said it was seeking a contractor and prices, but no contract or spending approval was made. The commission also approved a minor buffer-zone activity for a 12-by-12-foot shed at 24 Redgate Lane. Hearings for 110 Populatic Street and the Nicholas Drive/Prospect Street emergency culvert repair were continued to November 12. At 260 Daniel Street, the commission reviewed completed slope grading and discussed a proposed erosion-control seed mat; the applicant will provide its specifications and photos, with follow-up after a growing season to assess whether 75% vegetation coverage is achieved.

The commission voted to cancel its November 5 and 19 meetings and meet November 12, and discussed beginning its 2027 schedule on January 7. It appointed three Franklin residents as conservation stewards and accepted a nonresident volunteer for data collection. Staff reported that a grant is funding beaver-flow devices and that an emergency authorization had been issued for a planned installation near Schmidt’s Farm; a related Request for Determination of Applicability is expected at a future meeting. No contract award or specific procurement amount was identified. The commission also received an informational update on changes to the Madeline Village project, which is proceeding through a settlement process outside the commission’s current authority.
