# Flagstaff Housing Commission Meeting - October 22, 2026

The Flagstaff Housing Commission met on October 22, 2026. The commission unanimously approved its August 13 minutes; no procurement-related motions or awards were voted on. Staff presented the proposed Rental Assistance Demonstration (RAD) effort to preserve and expand affordable housing at Siler, Brandon, and scattered public-housing sites. A resolution scheduled for City Council consideration on November 17 would authorize staff to apply to HUD and recommend the Flagstaff Housing Authority serve as developer or co-developer. Staff said a co-developer RFP is in its final procurement stages and will be published after the next steps, while a consultant has been hired and an architect has completed preliminary site analysis. Potential financing includes tax credits, grants, loans, and city general-obligation funding from Proposition 442. Staff emphasized that the presentation was informational and that residents would not need to move or make plans to move at this stage; resident and community engagement is planned as redevelopment is developed.

Staff also reported completing review of the final ARPA local recovery fund requests, totaling $2.6 million. Staff is working with legal counsel to finalize loan documents for a $640,000 adaptive reuse bond program loan to Urban Loft, which would use the remaining allocation of the program’s $3 million; the item is scheduled for City Council on November 17. A commissioner additionally reported that a HUD housing-counseling grant averaging about $35,000 annually was rescinded and is subject to litigation. The commission discussed delaying chair and vice-chair elections until council appointments and reappointments are made; no election was held.
