# City Council Business Meeting I October 20, 2026

The City of Palm Coast City Council business meeting was held October 20, 2026. The council approved a Wells Fargo taxable, variable-rate line of credit of up to $11 million to acquire property in the State Road 100 Corridor CRA; the financing was selected through an RFP with three bank responses. The loan is scheduled to mature in October 2029, with an estimated 4.43% rate, approximately $1.45 million in interest over the term, and about $63,000 in closing costs. The council approved the resolution 4–1, with amendments directing available excess CRA tax-increment revenues toward principal paydown. It also unanimously approved the YMCA project agreement: a 35-year land lease and $3 million city contribution ($2 million in FY2027 and $500,000 in each of FY2028 and FY2029), contingent on the school board’s participation and subject to council approval of future agreement changes. The council unanimously approved a $37 million Gilbane guaranteed maximum price for Phase 1C of the Maintenance Operations Center, plus nearly $475,000 for construction-administration services and nearly $3.9 million for additional expenses and contingency; the project costs are allocated among city funds, and staff said the work would not require borrowing.

Other spending and procurement-related actions included approval of park and recreation fee increases aimed at improving cost recovery; approval of consent-agenda items that included approximately $45,000 annually for as-needed landscape architecture services and a mobile-service change projected to save about $70,000; and acceptance of FIND grant funding for the St. Joe Waterway trailhead, with an approximately $840,000 project placeholder and future design contracts returning to council for approval when required. On the SHIP housing plan, the council did not adopt the proposed rental-development funding activity, but approved other amendments, including the required statutory change and updates to assistance programs, 4–1. The council also adopted land-use and operational measures, including stricter rules for data centers and a prohibition on direct potable reuse; no procurement award was associated with those ordinances.
