# 10/21/2026 Planning Commission

At its October 21, 2026 meeting, the City of Avondale Planning Commission considered two related text amendments for the Boulevard Village District: PL260174 to the Boulevard Specific Plan and PL260175 to the Avondale zoning ordinance. The amendments would allow limited light manufacturing and assembly, wholesaling, and warehousing in the Village District; add pedestrian connections and public gathering-space requirements; and establish conditions and design standards for drive-through uses. Staff and the applicant described a potential future, approximately 34-acre grocery-anchored commercial center, but no site plan was before the Commission. The Commission voted 4–0 to recommend approval of each amendment for the reasons in the staff report, forwarding them to City Council.

The discussion addressed concerns about preserving the district’s pedestrian-oriented vision, truck traffic, drive-through queues, and the placement and design of employment uses. The applicant said retail would front the streets, with the employment component set back, and described the grocery anchor as anticipated; any future site plan would receive separate review. No contracts, purchases, spending allocations, or procurement activity were identified.
