# City Council Meeting 10/5/26

At its October 5, 2026 meeting, the Moberly City Council approved several procurement and project actions. It accepted bids and authorized J&R Excavation LLC to demolish six residential and two commercial structures; the transcript identifies J&R’s low bid as $25,780, compared with bids of $122,800 from Courtney Construction and $124,000 from JT Holman Construction. The council also awarded K Builders LLC the Heritage Hills Golf Course roof and gutter repairs (bid amounts were discussed, but the transcript does not clearly identify K Builders’ amount), and approved phase-two park restroom design services with Porter Berenson and Associates. It approved an infill development agreement with Pollard Investments LLC for 616 South Clark Street and adopted an ordinance for airport taxiway improvements funded through a state block grant. Resolutions approved change orders for the Fire Station No. 2 and Training Center contracts with Reinhardt Construction and the Wabash Heights ARPA stormwater contract with Brown and Root Industrial Services; no change-order amounts were stated. The council also accepted a Missouri DNR grant for wastewater-system feasibility work and approved $758,471.05 in expenses due September 18–30, 2026.

In the work session, the council discussed a Route JJ regional wastewater project involving about 16,500 feet of force main, three pump stations, and three generators, with an estimated total contract value of roughly $3–3.5 million. Jacobs Engineering recommended Emery Sapp & Sons based on qualifications; the council supported advancing that recommendation to a future meeting, so a final contract award was not made at this meeting. The city reported that release of its landfill surety bond will eliminate a $40,000 annual payment, and discussed extending required groundwater monitoring with MEC at the prior year’s cost. The council also heard about SBA low-interest disaster loans available to affected residents and businesses, and moved several 2027 event street-closure requests to a future meeting. No loan or event-related procurement awards were made.
