# Redevelopment Authority 10/21/2026

The City of Eau Claire Redevelopment Authority meeting on October 21, 2026, approved moving forward with Ayres, in partnership with Vandewalle, for the Riverview Feasibility RFP. Nine proposals were received; after evaluation of qualifications, vision, schedule, and local familiarity, price scoring put Ayres first. Staff said its proposal was below the RDA’s budget, and the board voted to confirm the selection so the process could proceed. No contract amount was stated. The board also authorized staff to enter a contingent MOU with developer MSP for a proposed affordable housing project on the approximately 1.85-acre Kessler Park site. The initial offer price is $7 per square foot; the proposal estimates about 50 units and $17–18 million in capital costs, with rents targeted at 40–60% of county median income. The MOU would secure the site through June while the developer seeks WHEDA low-income housing tax credits; a final purchase agreement and any land-price terms would return to the board if credits are awarded.

The board discussed, but did not approve, exploring a temporary food-truck and events use for the Liner site. Staff will gather fiscal-impact information, rough improvement costs, and potential partner input; members raised questions about the effect on TID 8, nearby restaurants, site management, and future redevelopment. The former Merge agreement for the site is void, and the prior development plan had assumed $8 million in taxable value. Staff also reported that design and contractor work continues on another project, and that alternative layouts are being explored for the Heights site after Silver Creek withdrew. Routine RDA financial reports were approved; no additional procurement actions were identified.
