# Board of Investment Commissioners Thursday 10/22/2026

The Providence Board of Investment Commissioners met on October 22, 2026, to review investment performance. The board approved the employee retirement system performance report. The fund returned 8.2% year to date through September, generating slightly more than $49 million in investment gains, dividends, and interest; its value ended September at just over $677 million, down from $698 million at the start of the month. Cash was above its policy target, and staff said they were working with the Department of Finance to redeploy it. A search is underway for a replacement manager for Renaissance International Equities. In response to questions about Robeco’s small- and mid-cap performance, staff agreed to provide updated analysis comparing active management with lower-cost index investing. No portfolio rebalancing decision was made; that item was continued to a future meeting.

The board also discussed a proposed citizen-initiated ordinance that could affect its responsibilities. The City Law Department said it was preparing legal analysis and had engaged independent outside counsel to provide a separate opinion; no fee, contract amount, or procurement action was reported. The board took no vote on the ordinance discussion. No other contract awards, bids, or purchasing decisions were identified. The next meeting, combining the November and December meetings, was set for December 10.
