# Regular Council Meeting

The Baldwin Park City Council’s regular meeting was held October 21, 2026. The Council approved a $259,000 Measure BP allocation for a Verkada surveillance system at Barnes Park (5–0); the previously discussed splash pad was not included. It also approved, 3–2, the second reading of Ordinance No. 1530, setting Council member salaries at the updated statutory level, and approved, 5–0, an amendment moving the CEO from salary step one to step two. The stated salary increase was $12,916.50 annually, with a revised annual salary of $271,236.98. Consent-calendar items passed, with the mayor abstaining from the Housing Authority warrants item due to a landlord-related conflict.

Police presented a review of the City’s 30-camera Flock automated license plate reader program. The current fiscal-year cost is $93,500, paid from the Police Department budget; the agreement runs July 1–June 30 and requires 30 days’ notice to prevent continuation. No contract change was voted on. Council members requested more frequent reports—quarterly initially, with twice-yearly reporting also discussed—and asked staff to review contract protections and follow up on data-storage and cross-agency access questions. The Council received revised conceptual designs for the Terry G. Muse Family Service Center but took no design decision: staff will examine funding options before the item returns. Estimates discussed ranged from about $11.5 million for a one-story plan to about $16 million for a partial two-story concept and $20 million for a fuller two-story plan; a future RFP was discussed. The Council also approved two resident appointments to the Measure BP Stakeholders Oversight Committee by lottery.
