# Board of Commissioners Formal Session 10/22/2026

The Yamhill County Board of Commissioners’ formal session on October 22, 2026, included several contract, funding, and purchasing actions. The board unanimously approved a $20,142 amendment to the county’s agreement with Oregon Health & Science University, effective retroactively from October 1, 2026, through September 30, 2028; an agreement with Lane County for food-handler training and testing revenue sharing for 2027–2031; renewal of Microsoft Office 365 licensing and technical support from Tangent for $228,555.01 for 2026–2027; and a merchant credit-card processing agreement with PayIt, retroactive to October 15, 2026. The board also approved accepting a noncompetitive Rural Health Transformation grant agreement to help fund clinical supervision for behavioral health staff, and approved declaring county fleet vehicles surplus. Items I3 and I4, including a collective bargaining agreement, were postponed to a date set by the county administrator pending corrections.

The tax and assessment department reported that it is preparing to replace its 32-year-old assessment and tax software. A multi-county RFP had selected Tyler Financial; staff cited an estimated $500,000 conversion cost and about $60,000 in annual fees, compared with the county’s current $35,000 annual cost. Funding options are expected to be discussed in the next budget cycle. The board also unanimously approved proposed transit fare policy and service adjustments, targeted for January 1, 2027, subject to operational readiness. The consent agenda passed unanimously, and a zoning ordinance amendment passed 2–1. Public comment raised concerns about continuity of methadone treatment for people in jail; a commissioner agreed to connect the speaker with the appropriate jail contacts, but no spending or procurement action was taken on that issue.
