# 2027 Budget Work Session #2

Ogdensburg City Council’s 2027 Budget Work Session #2 on October 22, 2026, reviewed the library, water, and sewer fund budgets. The water budget includes an $80,000 transfer to reserves, a $595,378 transfer to the general fund for allocated costs, and $57,000 for capital equipment. The sewer budget includes an $80,000 reserve transfer, a $592,007 general-fund transfer, and $55,000 toward capital equipment. Sewer equipment maintenance rises from $55,000 to $100,000, including replacement UV-system components; chemical costs decrease. Officials also discussed a 10% budget increase for insurance pending a quote from broker Gallagher, higher fuel and utility costs, and the possibility of using a state purchasing process for fuel. No contracts were awarded or votes taken.

Council discussed funding the local shares of the Green Resiliency and New York SWIMS grants—about $525,000 combined—with options including fund balance, borrowing, or a mix; no decision was made, and the issue was left for a later meeting. Staff noted the city’s remaining borrowing capacity and the approximately $1.4 million in sewer debt service associated with the wastewater-treatment-plant upgrade, and said the city would continue seeking grant funding. Council also considered a proposed $60,000 reduction in the property-tax levy, including $30,000 from fund balance and expenditure reductions, with further discussion planned before adoption of the preliminary budget. A council member requested information on the economic-development program manager’s stipend and allocation; the discussion also covered the ongoing difficulty recruiting a city planner. No final budget or procurement actions were approved at this session.
