# City of Casper | Council Session | October 20th, 2026

The City of Casper, Wyoming, held its regular City Council meeting on October 20, 2026. Council approved several procurement and capital-project items, including change order No. 21 for Samson Construction Company’s Casper Business Center police remodel, and change order No. 1 with Falcon Construction LLC for the downtown alley paving project; the transcript gives no dollar amounts for either. The consent agenda also passed, including a professional-services contract with Salt Works LLC for the 2026–27 street ice slicer procurement, construction-manager-at-risk contract actions for the North Platte River Restoration project and Casper tank replacement project, and an amendment to Morrison-Maierle’s professional-services contract for downtown alley paving. Council separately approved the purchase of a parks division loader with snow-plow wings for $43,500. A resolution approving the city’s Building Resilient Communities Grant and Loan Program for critical infrastructure supporting a workforce-housing project also passed; public comment described a proposed development of about 158 housing units.

Council approved on second reading a Title 15 building-code rewrite, which adds contractor licensing categories and continuing-education requirements, among other changes affecting construction work. An amendment to limit the measure to adopting the 2026 National Electrical Code failed. Council also advanced zoning changes related to gaming and approved an ordinance creating a chapter on simulcasting and pari-mutuel wagering on first reading. Public commenters raised concerns about funding and completion assurances for a proposed ice-arena expansion, including the hockey club’s stated $11 million share, but no related spending action was taken at this meeting. A public hearing was scheduled regarding a real-estate purchase and access-easement agreement with the Casper Mountain Fire Protection District.
