# Highland Park Borough Council Meeting - 10/20/2026

At the October 20, 2026 Highland Park Borough Council meeting, the council unanimously adopted Ordinance 26-2140, approving a long-term tax exemption and financial agreement with HP Urban Renewal LLC and a purchase-and-sale agreement involving 232 Ryan Avenue LLC, a Garden Homes entity, for the Track C redevelopment. The borough said the $1.5 million property offer was the highest of four proposals received through an RFP. The project also includes a perpetual public-parking easement, about 6,000 square feet of indoor/outdoor public space, energy-efficient construction, and retail space. Council members said Track C’s annual borough revenue is expected to rise from about $140,000 currently to more than $500,000 on the first day of the agreement. A separate agreement on sharing PILOT revenue with the school district remains a distinct matter. Residents raised concerns about the farmers market’s temporary relocation during construction and the lack of a property valuation; officials said they were working on temporary arrangements and noted that the project still requires outside approvals.

The council also addressed a previously awarded water-service contract, reducing it by $2,550 from about $345,000 after inspection found that a service line at 23 South Third Avenue did not need replacement. The meeting included the swearing-in of two police officers, with a council member noting that a grant had funded their academy training. No other major purchasing decisions were identified.
