# Parks & Recreation Board Meeting - October 14, 2026

The Monona Parks and Recreation Board met on October 14, 2026. Its main agenda item was review and feedback on a concept design for an approximately 1.5-acre public space next to the Green Line Development on Broadway, at the former WPS campus. The proposed design includes paths, event and vendor areas, a water feature, landscaping, lighting, electrical and utility connections, and a possible game area and restroom facility. Members discussed maintenance, shade, safety and sightlines, accessibility and bike connections, event power, and ways the space could support markets and other public events. The board provided feedback but took no formal vote on the concept and made no contract or vendor award.

Staff said the project could be phased: initial work may include paths, landscaping, and potentially the water feature, while a restroom building and game area could follow. A restroom facility could cost up to about $1 million. Potential funding sources discussed included park-land dedication fees, TIF funding, and general-obligation funding; staff noted that funding and the development’s second phase could affect the scope. Staff planned to bring the concept to City Council for feedback and seek a budget amendment to move engineering, design, and bidding into 2026 from the 2027 capital budget, with further revisions and council approval anticipated in November. No procurement action or spending approval was taken by the board.
