# Johnson City Board of Commissioners Meeting 10-01-2026

The Johnson City Board of Commissioners’ October 1, 2026 meeting approved a proposed amendment to TDOT agreement No. 25234 for upgrades to existing traffic signals and a new signal installation. Staff said revised costs prompted the amendment, the work is funded entirely with federal dollars, and the overall schedule could extend to the end of 2030. The consent agenda, which included two salt-supply contracts, was also approved. Public Works said the city’s salt supply had been delayed for months, so the contracts provide an alternate source if the preferred state contract cannot meet demand; an additional quote discussed by staff was more than $400 per ton. The commission also approved the FY2026 supplemental budget ordinance on its final reading and established a 2026 local property-tax relief benefit of $129 per eligible taxpayer, matching the highest state benefit rate discussed.

The city manager’s parks update covered active capital projects and outside funding: a nearly $900,000 Willow Springs playground renovation supported by a $445,000 grant with a 50/50 match; a lower Tannery Knobs bicycle playground supported by about $420,000 from Rotary, with American Ramp expected to begin work after final approvals; and the First Frontier Trail, for which the governor provided $5 million. Staff reported that the Keffer Farm septic-system bid had been awarded, with work expected to begin in mid-October. The meeting also included proclamations for American Pharmacist Month and Fire Prevention Week, and approved a resident appointment to the Housing Authority Board. During public comment, a speaker raised concerns about Flock license-plate cameras; no related action was reported in the transcript.
