# September 24, 2026 County Commission

The Hamblen County Commission met on September 24, 2026. Procurement and spending actions included approval of Change Order No. 7 for the County Health Department for $10,000; a $17,641.67 budget item for website design and a mobile app; a $1,425 scanner purchase for the Clerk and Master’s Office; and budget amendments including $633,424.69 for the Board of Education, $8,500 for parks and fair boards for equipment proceeds and a new mower, and $1,781 for courtroom-security salary and benefits. The commission also approved a settlement expenditure of $977,859.38, payable in two equal installments over no more than one year. It approved retaining outgoing county counsel for 180 days of transition assistance, with compensation to match the rate set for the new county attorney. David Gratz was considered for the county attorney appointment after commissioners debated whether to delay the selection for a broader applicant pool; the transcript’s vote recording is unclear. Several county vehicles and computer equipment were declared surplus, with discussion of potentially selling computers through GovDeals, though staff estimated only about $30–$40 per computer might be recovered.

The commission approved a one-year moratorium on high-intensity electrical-load facilities while county land-use regulations are developed and related utility, water, environmental, noise, and emergency-response impacts are studied. The moratorium does not rule out such facilities permanently, but may affect future data-center and similar development proposals. The commission also adopted the existing local rules of order temporarily. A suicide-prevention awareness resolution was presented with no new county program or funding requirement; public comments raised traffic and public-records concerns, but no related purchasing actions were identified.
