# Arvada City Council Meeting - October 20, 2026

The Arvada City Council meeting on October 20, 2026 included several budget and infrastructure decisions. Council unanimously approved the FY2027 budget appropriation of $412,447,446, along with the 2027 capital improvement fund budget and pay plan. The pay plan increases total $3,337,863, or 3.86%. Before the vote, the police department’s approximately $24,000 request for Flock cameras was removed; staff said the funds would be reprioritized and reported back to Council. Council also unanimously approved a mill levy of 4.31 mills, unchanged since 1992, expected to generate just over $10 million in property taxes, and approved water, wastewater, and stormwater rate increases to support debt service and capital investments. The water-rate changes are expected to generate about $3.93 million in additional revenue and support projects including Gross Reservoir expansion and replacement of an aging water treatment plant; wastewater and stormwater increases are expected to raise approximately $1.85 million and $1.81 million, respectively.

On the consent agenda, Council unanimously approved resolutions including a funding agreement with the Mile High Flood District, a communications-site lease with Verizon Wireless, a commitment to Proposition 123 obligations for 2027–2029, reprogramming of CDBG funds, and an interim city attorney employment agreement. A land-use fee schedule amendment also passed. Public comments raised concerns about Proposition 123 unit sharing and its potential infrastructure impacts, and about utility rate increases and smart water meters; these comments did not alter the recorded unanimous votes. No competitive solicitations, bid approvals, or vendor awards were identified. The city attorney also presented code-modernization progress and proposed completing the remaining review by 2029, followed by a regular review cycle.
