# Apache Junction City Council Work Session - 10/19/26

The City of Apache Junction City Council held a work session on October 19, 2026. The main procurement-related discussion concerned a proposed professional services agreement with artist Karen Yank to design, fabricate, and install artwork at the SR 88 Roundabout. The project budget is $250,000, funded entirely by fees on new commercial, multifamily, and mixed-use development; staff stated that no taxpayer funds would be used. Yank was selected through an RFQ process from 113 applicants. The proposed agreement would pay $5,000 to begin work and another $5,000 for a conceptual design, with later payments tied to design and implementation phases. Council did not vote on the agreement; consideration is scheduled for November 3. Members raised concerns about the artist’s style and the lack of a preliminary visual concept and broader community input before committing funds. Staff agreed to convey those concerns, arrange further discussion with the artist, and provide examples of the two alternate artists. The contract can be canceled, but the initial $10,000 would be nonrefundable and a new artist selection process would be required if the council rejects the proposal.

The council also interviewed applicants for annual board and commission appointments, with appointment decisions expected the following day; no appointment votes or related spending decisions occurred during this session. In those interviews, an applicant serving on the Sewer District mentioned an ongoing construction project intended to roughly double plant capacity and a prospective solar project estimated to save about $800,000 annually. These were not presented for council action. The Health and Human Services Commission’s role in evaluating organizations’ grant applications was also described, but no grant allocations were considered.
