# 10/21/2026 Committee Meetings - Public Works

Warren County, New York’s Public Works Committee met on October 21, 2026. The committee approved an amendment to the intermunicipal agreements with the towns, increasing waste-hauling and tipping fees after a facility closure required use of a more distant disposal site; officials also cited diesel costs rising from $2.75 to nearly $5.86 per gallon. The committee approved coverage for overtime costs when disposal-site wait times prevent county staff from returning before the end of their shifts. It also approved moving forward with on-call guide-rail construction services and on-call railroad construction services; the railroad-services item referenced a bid opening on the 5th, and repair costs are expected to use revenue from the county’s rail operations. The committee authorized eminent-domain proceedings for a temporary construction easement needed to complete a road project after negotiations with the property owner reached an impasse. The easement is limited to construction access, with the property to revert afterward; the prior appraisal for the temporary easement was about $5,000.

Public Works staff reported that the second phase of a ditch-liner project at the fish hatchery was complete. They also provided updates on a road-cover project expected to go out to bid after agency comments are addressed, and on preliminary safety alternatives for the Dixs Avenue–Quaker intersection. A roundabout or “peanut” roundabout could improve crash outcomes but would cost more; officials may pursue Highway Safety Improvement Program or other transportation funding, and no design decision was made. Solid-waste staff discussed a planned food-scrap pilot, tentatively targeted for spring and currently expected to be 50% grant-funded, as well as efforts to reduce recycling costs. Parks and Recreation reported no action items, including discussion of a possible license agreement for an encroachment on county property, which may return to committee next month.
