The City of Marshalltown Planning & Zoning Commission met on October 21, 2026, and held public hearings on two data-center zoning measures. The commission recommended forwarding Ordinance 15129, amending development-review standards, to the City Council; revisions included a minimum 300-foot separation subject to a noise-impact study and updated buffering requirements. It also recommended forwarding Ordinance 15133 to establish a data-center overlay district, with the overlay’s effectiveness contingent on adoption of the first ordinance. Public comments raised concerns about notice, farmland, utilities, environmental and property impacts, and whether data centers should be permitted by right within the overlay rather than require a special-use permit. The measures were scheduled for City Council consideration on October 26.

The commission did not recommend extending the existing data-center moratorium at this time; the motion to recommend an extension failed, with four members voting no and one abstaining in the recorded vote. Staff noted that the Council could independently extend the moratorium for up to 60 days by resolution. No contracts, spending decisions, or procurement activity were identified.
