# St. Charles County Planning and Zoning Meeting 10.21.26

The St. Charles County Planning and Zoning Commission meeting was held October 21, 2026. The commission unanimously recommended approval of RZ26-07, a request by CastleGate LLC to rezone 17.874 acres at the northwest corner of Highways Z and N from manufactured-home residential to C2 general commercial; the County Council has final authority and is scheduled to consider the application November 9. The applicant described a proposed retail center of just under 100,000 square feet, including a 68,000-square-foot anchor tenant whose identity was not disclosed. Residents raised concerns about the short notice and costs of relocating mobile-home residents, as well as traffic safety, stormwater and flooding, tree preservation, and buffers. The applicant said relocation assistance and outreach are ongoing and that traffic, drainage, and site design will be addressed in later review stages. No procurement award or spending vote was identified.

In division updates, staff said the county is preparing a report and public hearing process related to its countywide data-center moratorium, and that it has contracted with Houseal Levine to assist with a Unified Development Ordinance update; no contract amount or procurement decision was discussed. Staff also reported that the Master Plan Steering Committee would review a possible final draft. Other than the UDO consulting engagement, no procurement activity was identified.
