# Finance Committee October 21, 2026

The City of Annapolis Finance Committee met on October 21, 2026. It recommended approval of FT 327 and SA 827, which transfer and replace existing funds to cover costs from finalized union COLA agreements; members said the changes did not add spending beyond the planned funding. The committee also supported SA 527, a FEMA Assistance to Firefighters grant budget increase of about $43,000 to help purchase three cardiac monitor-defibrillators and additional AEDs, and SA 727, a Port Security grant for an underwater remotely operated search-and-rescue vehicle valued at more than $100,000. Members asked staff to provide clearer written explanations of the benefits and funding tradeoffs for grant-related budget revisions.

The committee recommended SA 627 for $12,000 to study solar and battery-storage feasibility at the planned Eastport Terrace Harbor House community center, including potential grid and emergency-power benefits. The eventual installation could cost more than $2 million, but no construction commitment was made; staff expect the study to be completed around January. The committee also recommended R 37-26, setting a $1,000-per-day fine schedule related to eviction and property disposal. Members discussed the need for clearer, more transparent criteria and possible budget limits for event fee waivers, but took no action on that issue. The agenda was amended to remove R 20-26, and members requested that future quarterly budget reports highlight key variances and risks.
