# Pasadena Municipal Services Committee Meeting: August 25, 2026

The Pasadena Municipal Services Committee met on August 25, 2026. It approved the staff report updating Pasadena Water and Power’s water-waste ordinance to comply with California AB 1572, which phases out irrigation of non-functional turf on specified commercial, institutional, industrial, and HOA properties beginning in 2027. Staff said the ordinance must be updated by January 1, 2027, but enforcement guidance from the state is still in development; PWP plans to lead with education and outreach. The discussion clarified that functional recreation areas and artificial turf are not covered. No contract award or procurement decision was made on this item.

The committee also reviewed PWP’s first combined first- and second-quarter progress report on its carbon-free energy plan. Procurement and project updates included a March all-source RFP for long-term clean-energy resources; the August 3 Clean Power Pasadena Partnership RFP, due October 30, seeking local carbon-free generation online by 2028; and plans for a design-build RFP for solar, battery storage, and EV charging at the Central Library, supported by $1.7 million in federal assistance. Staff reported a 20 MW municipal-solar buildout, 13 priority sites targeted for completion by June 2028 and 14 candidate sites by June 2029, as well as construction progress on a 25 MW, four-hour battery near Glenarm. No energy contracts were awarded at this meeting; negotiations remain confidential. Members asked for clearer quarterly reporting and future discussions on plug-in solar, solar system limits, workforce impacts, and PWP’s possible role as a solar provider.
