# City of Peoria: City Council Meeting 10-20-26

The City of Peoria City Council held a study session and regular meeting on October 20, 2026. In the study session, staff reviewed Neighborhood and Human Services programs and FY27 funding. Staff reported growing demand and uncertainty in federal and county safety-net funding, including possible additional cuts to community action funding; Peoria Promise scholarships will shift from expiring ARPA support to general funds. The council also discussed using grants, partnerships, prevention, and service-level review to address unmet needs and long-term costs. Staff presented proposed revisions to policies on general-fund and development-service fees and sound financial management, including grant review and approval thresholds; no vote was taken, and the revisions are scheduled to return for council consideration on November 10.

At the regular meeting, the council unanimously approved a budget amendment not to exceed $1.1 million for police salaries and related expenses, offset by a $1.85 million Arizona Department of Education school-safety grant supporting 10 school resource officers and staffing continuity. It also unanimously approved an amendment to Opus Development Company’s purchase-and-sale agreement for Lot 6 in the Peoria Innovation Core. The amendment permits temporary use of adjacent lots and shared access improvements, and provides for a $1,659,608 reimbursement to the city for three megawatts of power capacity. The city manager reported that the Innovation Core has received or is on track to recover about $97 million of its roughly $180 million investment, with additional land transactions pending, and reported a first state reimbursement disbursement of about $10 million for public infrastructure under the revised Title 42 law.
