# Greater Dubuque Development Corporation Quarterly Update Work Session | Oct. 19, 2026

The City of Dubuque City Council held a work session on the Greater Dubuque Development Corporation’s quarterly update on October 19, 2026. GDDC President and CEO Jason White focused on attracting business investment and supporting existing employers by improving the supply of development-ready land and buildings. He said Dubuque has limited inventory for larger projects and is working toward Iowa site certification. A current site is being subdivided into roughly 30–40 acres; GDDC is paying Origin for subdivision and engineering work, while the City is paying for studies on City-owned property and is extending utilities to the site. The presentation also cited a general example of about $300,000 to certify a site and White’s goal of pursuing certification or recertification regularly, potentially for sites of 100 acres or more; no specific budget commitment was presented.

Council members discussed the need to compete for businesses and residents, the costs and tiers of site certification, and the potential areas for future industrial growth. White also described plans to build relationships with site selectors and improve recruitment efforts. No contract award, procurement approval, spending motion, or vote was identified; the discussion was informational.
