# 10 19 26 City Council Meeting

The Elkhart City Council meeting, held October 20, 2026, addressed several spending and infrastructure matters. The council approved Ordinance 26-51, appropriating $1,858,000 for selective demolition at the public safety and services building, by a 7–1 vote. A council member raised concerns about using TIF funds before bids were issued and about a potential additional $10 million for renovation; no bids or renovation contract awards were approved at this meeting. The mayor also reported that $3.5 million had been approved for the city paving program, with just over $3 million spent to date, and described ongoing road and sidewalk work. A separate concrete program had an allocation of $257,000.

The council also approved measures updating cross-connection controls for the water utility, excavation and driveway permit fees and penalties, ambulance service fees and revenue allocation, and citywide credit- and debit-card payment rules. The payment ordinance allows recovery of actual processing costs and establishes a uniform $3 convenience fee for qualifying transactions; the controller reported $272,000 in year-to-date processing costs and estimated about $24,000 in revenue from the flat fee. Staff said implementation would include public notice and was expected to begin in 2027. No vendor selection or procurement contract award was identified.
