# Kyle City Council Meeting 10-21-2026

The Kyle City Council’s regular meeting, convened October 20, 2026 (the meeting title lists October 21), approved several major financing and infrastructure actions. Council approved a plan to proceed with up to $70 million in 2027 general-obligation street bonds in two potential $35 million issues, with an estimated 3.5-cent tax-rate impact for the first issue. It also approved publication of notice for up to $130.2 million in certificates of obligation for water and wastewater capital improvements, intended to be repaid from utility revenues, and approved $12.07 million in Alliance Regional Water Authority contract-revenue bonds for the regional water supply project. Council approved reducing remaining outside-city water and wastewater rates to 1.2 times inside-city rates; staff estimated this would reduce utility revenues by about $2.1 million. For the Nueces River Authority desalination project, council authorized the interim city manager to negotiate an extension of the second $273,763 option-fee deadline to April 30, 2027, without authorizing payment at this meeting.

Procurement and project oversight were also prominent. By a 5–1 vote, council tabled a $311,604 American Structure Point amendment (within a reported $5 million contract) pending review of the company’s relationship with former Mayor Travis Mitchell and ethics-related guidance. The outside law firm’s investigation cost $150,000 and found city charter and ethics-code disclosure violations, but reported no evidence of improperly influenced contract awards or violations of the cited state laws; staff was directed to seek legal guidance. Council approved a conditional-use permit for Diamond Communications’ proposed 150-foot cell tower on city-owned property, where a ground-lease option had already been executed. It also selected intersection designs for several road projects, including signalized intersections and roundabouts, and directed staff to return with search-firm options, timelines, and costs for a permanent city-manager search. No vote was taken on transferring the VFW property.
