# Memphis City Council: October 20, 2026

At its October 20, 2026 meeting, the Memphis City Council approved several utility contracts and purchases on the MLGW fiscal consent agenda: contract 9955 for a groundwater-quality program fee (the transcript gives an unclear amount, approximately $141,512); contract 12698 for water-meter interval-data analysis, awarded to LPMCPC for approximately $580,539; a $754,188.80 purchase order for concrete post tops to Engineered Ceiling Components LLC; and a $663,644 purchase order for LED floodlights to ATG Supply LLC. The council also approved capital and funding actions, including a $319,000 transfer within the downtown command project, a $500,000 Tennessee Department of Environment and Conservation grant for the Memphis Zoo pervious-pavement project, and FY2027 allocations that included $513,000 for training-center and facilities work and $375,000 for emergency repairs to city facilities. An additional Department of Justice grant was approved; its amount was stated inconsistently in the transcript, with $105,528.10 given during discussion. The council approved a seven-year lease, with an option for another seven years, of the Pipkin building to Bluff City Athletics/Bluff City Pickle Ball LLC despite public concerns about the rent, public access, and displacement of community events. A resolution for Mid-South Coliseum pre-development work was held for two weeks.

The council adopted a data-center ordinance establishing standards concerning water use, cooling systems, energy sources, disclosure, and enforcement; the transcript records the ordinance passing. A separate proposed 18-month moratorium on data-center permitting failed on a roll-call vote. These decisions set regulatory requirements relevant to future data-center development. The council also approved a resolution calling for ICE and National Guard removal from the Memphis Safe Task Force; this was a policy resolution rather than a procurement action. Several other ordinances and resolutions were held, including a blight-remediation ordinance and a downtown-related ordinance.
