# City of Monroe Council Meetings 10/19/26

The City of Monroe City Council held a work session and regular meeting on October 19, 2026. The work session included updates on summer recreation programs delivered with MCOP and the YMCA, and a conceptual update on the Opportunity Center “Center 2.0” redevelopment. The project is supported by a $250,000 Ralph Wilson Foundation grant; the entrepreneurial plaza component was estimated at $200,000–$450,000. The city is refining designs with Colar Architects and expects to seek additional grants and other funding. No new construction contract was awarded for this project at the meeting. Council members raised questions about operating costs, funding, program access, green space, and keeping council informed as plans develop.

Council approved a $50,000 purchase of two county-owned lots connected to the former fire station redevelopment, with later conveyances planned for Woda Cooper’s housing project and Solid Rock Church. It also approved up to $370,000 for acquisition of 1042 West Elm Avenue and related relocation and closing costs for the CSX grade-separation project. Council authorized an additional $15,000 for Fishbeck professional services to evaluate non-motorized options for the US 24 bridge over the River Raisin, and approved CDBG subrecipient agreements for housing and homelessness-prevention services; individual agreement amounts were not stated. The council also advanced a housing tax-exemption ordinance amendment to its first reading. All recorded votes on these actions were unanimous. Discussion of homelessness, shelter capacity, and city procedures did not result in a procurement action.
