# Cleveland County Commissioner's Meeting | 10-20-2026

The Cleveland County Board of Commissioners meeting was held October 20, 2026. The main procurement- and infrastructure-related action was a 4–1 vote to approve a text amendment to the county’s Unified Development Ordinance, proposed by Duke Energy, establishing standards for utility-scale battery storage facilities. The amendment allows the facilities by right in light- and heavy-industrial zones and sets requirements for site plans, fencing, setbacks, screening, emergency access, and decommissioning. Duke Energy representatives discussed safety testing and operating practices; the amendment creates a framework for considering future projects but does not approve a specific facility. The board also approved a county-owned parcel’s rezoning to match the adjacent Oak Grove convenience site, approved a rezoning request for vehicle storage, denied a request that could allow an RV park, and approved returning approximately 20 acres of an RV campground parcel to residential zoning.

The county manager reported that the Justice Center project remained on schedule, with final completion expected in August 2027; courthouse and Sheriff’s Office substantial completion is expected in November 2026, with courthouse operations expected to resume December 21. No contract awards, bids, vendor selections, or new spending approvals were identified. Other updates included Veterans Services programs and a new veterans monument, Minority Enterprise Development Week, and the fiscal-year audit preparation schedule.
