# 10 20 26 Eddy County Commission Meeting

Eddy County Commission meeting, October 20, 2026: Commissioners discussed a potential county water-infrastructure funding program, building on $15.5 million previously set aside for facility improvements. A proposed Lerta district project would replace 6.65 miles of water line serving about 400 homes, add 55 fire hydrants, and support replacement of 11 miles of road; its estimated cost is $7.5 million, plus gross receipts tax and contingency, with an estimated two-and-a-half-year schedule. Officials favored considering proposals individually and exploring cost-sharing agreements with water providers and municipalities, grant leverage, and protections such as boring utility connections rather than cutting roads. No funding award or project agreement was approved at this meeting. Fire and Rescue also requested an accelerant-detection K9, to be funded through grants and donations; a potential $10,000 grant was mentioned but had not been formally awarded. Commissioners discussed repealing the lodgers’ tax ordinance because of administrative burden and concerns that the tax was not directly benefiting those paying it; staff were asked to place initiation of the repeal process on the November 10 agenda. Roughly $250,000 in existing awards was described as committed and would still be honored.

The Commission approved the consolidated Finance Policy and Procedure Manual, incorporating existing policies and adding provisions for multi-year capital improvement planning, cash receipts and deposits, reserves, budget adjustments, and debt management; a third-party firm had reviewed it. Budget adjustments were also approved, including a $10,000 environmental-fund increase for training and a reduction of more than $1 million in indigent-fund expenses for the final Medicaid invoice. Other procurement and infrastructure updates included ongoing courthouse fire-alarm work, elevator installation reported at about 90%, and initial work with a new boiler/chiller vendor. Commissioners also approved a variance for an RV park and convened a freeholders board to consider possible county-road removals.
