# Richmond City Council 10/20/2026

The Richmond Housing Authority and Richmond City Council meetings were held October 20, 2026. The Housing Authority unanimously approved its two-item consent calendar: Contract Amendment No. 1 with Bayhawk Inc. for pavement, curbing, sidewalk, and walkway restoration services, and Contract Amendment No. 2 with NetElectric for on-call residential electrician services. At the City Council meeting, members unanimously directed staff to proceed with the Keller Beach sewer interim alternative A1 (estimated at about $800,000) while developing a permanent Group B solution for later Council review. The study estimated permanent alternatives at roughly $17.4 million or more; no funds were appropriated at this meeting. Staff reported a $1.7 million EPA design grant, subject to a future Council action to accept it, and said a financial plan for the initial sewer phases would return in 2027.

The Council unanimously approved a $20,000 appropriation to the Police Department and a $20,000 amendment to Police Strategies LLC’s contract for analysis of automated license plate reader effectiveness and practices, with a research-design outline to be shared with the full Council before the analysis proceeds. It also unanimously extended the citywide data-center permitting moratorium through September 15, 2028, while staff continues research and community engagement; staff has issued an RFP for consultant assistance, but no selection was made. The Council received an update that about $99.7 million in Chevron settlement proceeds and interest was being held pending future decisions, and staff planned to return November 10 with the negotiated Dahlberg Advisors contract and engagement plan. No allocation of those settlement funds was approved.
