# HRA Meeting - October 19th, 2026

The Richfield Housing and Redevelopment Authority (HRA) meeting, identified in the title and opening remarks as October 19, 2026 (metadata timestamp: October 20), approved a resolution authorizing a development agreement with Twin Cities Habitat for Humanity for 7517 Humboldt Avenue. Habitat would acquire the currently uninhabitable property, demolish the existing home, build a twin home, and sell both units to income-qualified buyers. The HRA’s contribution would be up to $200,000 for acquisition, demolition, and site preparation; estimates cited were about $125,000 for acquisition and $60,000–$70,000 for demolition and site work. The agreement provides for the property to transfer back to the HRA if Habitat does not complete the development within the stated period. The resolution passed by voice vote with no opposition stated.

Board members discussed the high per-unit public cost, the possibility of additional HRA funding if other financing leaves a gap, and efforts to seek outside funding from Minnesota Housing, the Metropolitan Council, and the county. Staff said the project’s costs could inform future HRA decisions about affordable housing investments and inclusionary housing policy. The HRA also approved the consent calendar and claims; no other procurement actions were identified.
