# 10/20/2026 Board of Directors - Regular Meeting

At the City of Fort Smith Board of Directors’ regular meeting on October 20, 2026, the board considered major wastewater consent-decree procurement matters. It tabled, 5–0, a proposed one-year professional-services agreement with Arcadis, partnered with RJN, for program management, construction oversight, reporting, and consent-decree compliance. Staff described the negotiated not-to-exceed amount as approximately $2.474 million, with an optional $246,000 discretionary fund; they said negotiations had reduced the original scope price from about $3.4 million. Directors raised concerns about scope duplication, measurable value, pricing, and staff capacity, and requested further negotiation and scope reductions before the item returns at a November meeting. Staff also cited an anticipated $63 million in consent-decree sewer capital spending next year.

The board also tabled, 4–0, action on a resolution to reject Goodwin & Goodwin’s sole $5.5 million bid for the 2023 SSA remedial-measures project in Sub Basin Z003 (Project 25-12-C1), about 19% above the $4.619 million engineer’s estimate. The board directed staff to negotiate with the contractor and bring the matter back; no award or rejection was made. Other approved consent-agenda items included a Tillis Park splash-pad purchase and installation (vendor and amount not stated), renewal of cyber-liability coverage with Arthur J. Gallagher & Co., and waiving competitive bidding to transfer a Ford F-150 16-passenger bus to Day One Hope Center. The board also approved sewer-easement actions. A May Branch Greenway resolution failed, 3–1, and was later scheduled for reconsideration at the second regular meeting in November.
