# Winchester Select Board 10-19-26

The Winchester Select Board meeting on October 19, 2026, included a public hearing and approval of Comcast’s grant-of-location request to install 351 feet of underground conduit and manholes in the public right of way to relocate service for the Waterfield Lot development. The approval was subject to the town engineer’s conditions, including nighttime work, daily cleanup and temporary pavement restoration, and attention to drainage near 22 Church Street. No contract price was stated. The board also voted to recommend favorable action on capital articles for building and HVAC work, building and field structures, vehicles, streets, cemetery, and water/sewer projects. It recommended an article to use remaining prior-year bond proceeds for concrete stairway repairs at Lincoln Elementary School; the town manager said the work is planned for spring and that the funding must be spent. These were recommendations for Town Meeting action, not final appropriations by the Select Board.

Other funding matters were discussed but not resolved: the board deferred consideration of a $400,000 free-cash contribution to the special education reserve pending a fuller accounting of free-cash use across warrant articles, and discussed a proposed $50,000 carriage-house feasibility study combining $19,000 in previously authorized funds with $31,000 in additional funding. The Affordable Housing Trust reported progress on renovating 164 Forest Street and advancing housing projects, while exploring grants, loans, and other support programs; no vendor or contract award was made. The board also authorized a letter supporting the MWRA project proposal and ratified the chair’s designation of the town engineer as her MWRA advisory-board designee.
