# Law and Legislation Committee 1/21/2020

The City of Sacramento Law and Legislation Committee met on January 21, 2020. The committee unanimously supported advancing a code amendment to require a conditional use permit (CUP) when an existing or under-construction multifamily residential building is converted to a bed-and-breakfast or hotel use, and asked that it move to City Council promptly. Staff said the proposal would also narrow the bed-and-breakfast definition and require an on-site manager in specified residential zones. The estimated CUP fee was approximately $9,000–$10,000; a request was made for an annual report on conversions. The committee also approved a consent item that included a minor amendment to the tobacco retail license program.

The committee discussed a proposed special planning district along Folsom Boulevard to prohibit check-cashing facilities, stand-alone smoke shops, massage parlors, and cannabis dispensaries; staff was directed to return with a final ordinance, and members raised possible boundary expansion. Public speakers also urged limits on small-cell/5G installations. Members said the related ordinance was expected to return at a future meeting, and requested follow-up on whether a federal court ruling concerning NEPA review affects city permitting. No contracts, vendor selections, bid approvals, or other procurement activity were identified.
