# Flagstaff Water Commission Meeting - October 15, 2026

The City of Flagstaff Water Commission’s October 15, 2026 meeting primarily reviewed a draft ordinance for high-volume water users. Staff said the draft remains in progress and has not yet received legal review; another version is expected next month. Proposed review triggers include water use of 100,000 gallons per day or more, multiple meters, or a meter of 3 inches or larger. Commissioners discussed whether water use should be assessed by peak demand as well as averages, whether projects exceeding parcel-level water allocations should trigger review, and how to evaluate community economic benefits. Staff will revise the draft to clarify potable and reclaimed water calculations, involve Economic Vitality, and refine the application and recommendation process. Commissioners provided direction, but no decision or vote was taken; the meeting lost its quorum during discussion. The proposal could lead to future requirements for large users to fund necessary water, wastewater, or reclaimed-water infrastructure, though no fee or funding mechanism was settled.

Staff also reported that Flagstaff is supplying water to the Grand Canyon incident response using two hydrants, with a temporary allowance of up to 200,000 gallons per day (not to exceed 250,000) through approximately November 13; the water is being sold at standpipe rates. The wastewater treatment facility master plan remains delayed while staff reworks the project team. For the Red Gap Ranch study, the Bureau of Reclamation has agreed to an appraisal study, with a cost-share agreement still being developed and anticipated to go to City Council early next year. No contract awards, bids, or other procurement approvals were identified.
