# Measure P and S Oversight Committee Meeting // October 19, 2026

The City of Monterey Measure P and S Oversight Committee met on October 19, 2026, to review program finances and street rehabilitation activity. Staff reported Measure P/S revenues of about $121.5 million and expenditures of $90.9 million through June 30, 2026, leaving a $30.6 million balance; first-quarter figures through September 30 showed a balance of $31.8 million. Fiscal-year spending included approximately $405,000 for storm drains, $244,000 for sidewalks, $975,000 for pavement, and $1.4 million for ADA improvements. The committee approved the periodic financial report and the 2026 street rehabilitation and reconstruction reports. No contract awards or vendor selections were made.

Staff said pavement work is resuming or starting on Wave Street, Cemetery Roads, and the 2026 resurfacing program, with contractors expected to mobilize for additional ADA improvements. The Espiranza storm-drain project received state permits and is preparing to go out to bid; other major storm-drain projects remain in design and permitting. A Cass Street rehabilitation is expected after CalAm completes water-main work, likely in spring 2027. The committee requested a future report on low-PCI street segments and asked staff to seek guidance on whether certain traffic-study signage costs qualify for Measure P/S funding. Members noted that future project planning depends partly on whether Measure P/S is renewed. The committee also approved the sales-tax report and 2027 meeting dates.
