# City Commission Meeting

The City of Birmingham City Commission’s regular meeting was held October 19, 2026. Procurement and capital-project items included approval of a one-time contract with KONE Elevator to install state-required phone-line verifiers in all eight city parking-garage elevators; no contract amount was stated. The commission also approved allocating $58,000 in SMART community credits for FY2027 to support NEXT’s specialized transportation program. As part of that motion, staff were directed to review the program, including SMART’s Flex service and the city’s past and potential future support for NEXT. Staff reported that the city received no responses to its request for proposals for an infrastructure master plan and will review whether the scope, timing, or requirements should be revised. The commission unanimously approved Option A for design of the East Lincoln Street capital project, planned for FY2026–27, including replacement of an 8-inch water main installed in 1928, sewer and storm-system improvements, and roadway repaving. Residents also raised concerns about a deteriorated sewer line on Fairview Street; no project decision was made on that item.

The commission unanimously adopted amendments to the short-term-rental ordinance, extending the restrictions to additional business districts and excluding post-close occupancy agreements from the restrictions. Existing short-term-rental licenses may continue through April 15, 2027; the commission separately voted unanimously to extend the related moratorium for 60 days, through December 26, 2026. These ordinance changes affect future rental activity and permitting. The commission also approved appointments to advisory boards, but no procurement action was associated with those appointments.
