# Housing Opportunities Commission 2024 03 13

The Housing Opportunities Commission of the City of Eau Claire met on March 13, 2024. The commission received an update on the city’s zoning-code overhaul, which is intended to consolidate zoning districts, reduce minimum lot sizes and setbacks, and allow more housing types, including accessory dwelling units, tiny-home clusters, and live-work units. Staff said the draft code could be adopted in early 2025; development and sign standards were still under review, with parking standards expected later. Discussion also covered the potential cost effects of design requirements, affordable-housing incentives through planned unit developments, and proposals to encourage universal-design features. No zoning action or procurement vote was taken.

The commission discussed a possible regional housing event to explain Wisconsin Economic Development Association programs, including newly introduced funding programs; members favored further planning, with timing and audience still to be worked out. Staff reported that the city had received HOME funding and that an application round for housing development and nonprofit capacity-building had opened March 1. The proposed Day Resource Center site is a city parking lot at Main and Farwell, and the location was expected to go to a City Council work session; this was not a contract or procurement approval. The commission also heard that the St. Francis senior living facility may be listed for sale. No contract awards, vendor selections, bid approvals, or other procurement votes were identified.
