# Council 10-19-2026

The City of Port Hueneme City Council held its regular meeting on October 19, 2026. The Council unanimously approved the consent calendar, including a resolution providing the unrepresented management group with 2% cost-of-living adjustments effective in 2027 and 2028, plus monthly health-benefit increases of $50 for employee-only coverage and $75 for employee-plus-one and family coverage. The Veterans Advisory Ad Hoc Committee reported that existing banners were produced by Flag Factory in Carpinteria at about $170 each; revised designs and future banner placements are under consideration, with no new purchase or award approved at this meeting.

The Council received a department budget overview and discussed preparation for the next biennial budget. Staff described a roughly $29 million budget and a decline in combined sales-tax and cannabis revenues from about $10.5 million at their peak to roughly $7.5 million, and reported that the capital-improvement reserve may cover about three to four years of projects. Staff identified continued capital improvements and deferred maintenance, an updated cost-allocation study, review of fees, and a utility-rate study as upcoming fiscal-planning work; no contract for these studies was awarded. The electric-bicycle discussion was a receive-and-file item focused on safety education and possible future outreach, not a procurement action.
