# Public Services Committee - 10-19-26

The City of Cheyenne Public Services Committee met on October 19, 2026. The committee advanced several ordinances on second reading concerning annexations and zoning, including an approximately 8-acre annexation involving Christensen Road and related Business Park zoning, and an owner-requested annexation near South College Drive with associated zoning changes. It also advanced Unified Development Code amendments covering agricultural uses, livestock, and alternative-surface parking. During consideration of electric fencing for permitted livestock uses, a committee member raised safety questions; staff agreed to investigate an appropriate voltage limit for a future committee meeting. These actions were ordinance and land-use decisions; no competitive procurements or contract awards were identified.

The committee also approved a one-year, no-cost easement for approximately 36.5 acres on the eastern perimeter of F.E. Warren Air Force Base for a Cheyenne Frontier Days park-and-ride facility. The proposed lot includes about 2,868 stalls, including 39 paved ADA stalls; Cheyenne Frontier Days will fund the parking-lot construction, while related city–CFD construction and long-term-use/maintenance agreements are expected to come before the governing body later. The easement makes the city responsible for insurance, compliance, and site restoration, and allows the Air Force to restrict access or terminate it on 120 days’ notice. The committee approved the easement by vote; no construction contract or city construction budget award was made at this meeting.
