# Governance 10-15-2026

The SAU54 Rochester Governance Committee met on October 15, 2026, to review policies; no contract awards, bids, budgets, or other spending decisions were identified. The committee advanced revisions to Policy JKAA on restraint and seclusion for full-board consideration, including language on reviewing patterns of incidents, considering contributing factors and supports, and referencing RSA 126-U requirements for seclusion-room observation. It also advanced changes to the McKinney-Vento allowable and disallowable supports policy: ride-share and taxi use would be limited to documented emergencies with district personnel accompanying students, and transportation criteria would address child passenger safety seat-installation certification. These provisions could affect future transportation-provider requirements; no dollar amounts or vendors were named.

The committee also advanced several policy-audit items: community involvement for full-board review; new policies on religious neutrality/accommodations and disability nondiscrimination for first readings; and revisions or rescissions addressing duplicate policies and board communications. Votes were taken to send the items forward as described. The meeting included no procurement activity or spending allocation.
