# DoD Tightens Rare-Earth Magnet Sourcing Rules

Effective January 1, 2027, expanded DFARS restrictions will require contractors supplying the Pentagon to verify rare-earth magnet origins throughout the supply chain, from ore mining through finished magnets. Any production stage in China, Russia, Iran, or North Korea will disqualify NdFeB and SmCo magnets. With U.S. magnet capacity reported well below demand and GAO-identified defense stockpile shortfalls increasing from 37 materials in 2019 to 99 in 2023, contractors face near-term sourcing, schedule, and compliance risks. The deadline is 72 days away as of October 21, 2026.

- Contractors should map upstream suppliers and retain origin documentation for each stage of magnet production before the January 1, 2027, effective date.
- Procurement and supply-chain teams should assess available inventories and qualified alternative sources, including REalloys’ planned non-China supply chain; initial materials are expected in late 2026, with commercial deliveries planned for 2027.
- Defense buyers may face competition for scarce dysprosium and terbium from Project Vault. Phoenix Tailings’ Rochester facility is not expected to operate until 2027–2028, so it is not an immediate source of supply.
- Congress authorized about $2 billion for defense stockpiling in 2025, but only $51 million in delivery orders had been obligated by fiscal year-end. The reported $18.5 billion needed to address stockpile gaps underscores the gap between identified needs and current supply.
