# 10/16/26 HVAC/IAQ Building Committee

The Town of Fairfield HVAC/IAQ Building Committee met on October 16, 2026. The committee discussed closeout of Phase One school HVAC and roofing work, including commissioning walks scheduled for November 3 and outstanding warranty and corrective-work issues involving Young Developers and its bonding company. Estimated closeout items included about $5,400 for North Stratford warranties, roughly $34,000 for certified roof work at Osborne Hill, and less than $2,000 for work at West Woods. The bonding company is addressing Young Developers’ broader outstanding liabilities, reported at about $600,000 to suppliers and unions; no committee approval of these closeout costs was recorded. For Tomlinson, remaining work includes patching near the auxiliary gym duct and closing off mezzanine louvers, with work expected in November. No additional contract change orders (ATPs) were presented for approval.

The committee approved the identified September 30 invoices: Gilbane invoice 014 for $212,179.35, BL Company for $3,410, and Collier invoice 1221898 for $6,597.34. A member also asked for follow-up with Purchasing because invoices had been outstanding since June. For the Ward HVAC/IAQ project, members discussed the revised budget of approximately $47.5 million, reduced from about $54 million, and anticipated state reimbursement of 26.7%; the project was scheduled for RTM consideration on October 26. The committee discussed accelerating design and construction through possible early-release or enabling packages, while noting that these may require separate approvals and involve cost and reimbursement risks. Staff will coordinate with Purchasing to begin the design contract amendment process if the RTM approves the project, and the group will develop schedule options; no Ward contract amendment or early-release package was approved at this meeting.
