# October 15, 2026 Community and Council Forum

The October 15, 2026 regular meeting of the Boulder City Council adopted the City’s 2027 budget and related financial ordinances. The $552.6 million budget includes $417.2 million in operating costs and $135.4 million in capital spending; the operating budget addresses a projected $6.3 million General Fund gap. Council approved the budget ordinance 7–1 and adopted the related tax-levy and code-amendment ordinances unanimously. Capital priorities include ongoing utility, transportation, and facility maintenance; staff said more than 75% of capital spending supports utilities and transportation, and a six-year planning adjustment adds $27.9 million for facilities maintenance. The budget also includes $180,000 shifted to the Open Space Fund for the wildland fire unit, a fuels-management program manager position, and one-time General Fund support to keep Spruce Pool operating through 2027. Public speakers objected to the $76.5 million South Boulder Creek flood-mitigation project allocation, but the budget was adopted without a recorded change to that item. The Northwood Metropolitan District’s 2027 budget, tax levy, and appropriation resolutions also passed unanimously. The consent agenda, which included a geothermal lease for a new heating and cooling system, was approved unanimously; the transcript identifies the counterparty imperfectly as a Colorado association.

Council also received an informational presentation comparing a possible purchase and retrofit of an existing public-safety building with construction of a new facility. Staff estimated the existing-building option could save about $90 million, while potentially requiring $3–6 million annually for debt or lease payments; the current recreation and safety bond proposal authorizes borrowing up to $400 million. No purchase or construction award was made: staff will continue due diligence and return with refined cost estimates and financing options. Separately, Council voted 7–1 to call up the proposed Boulder Medical Center redevelopment for Council review, and unanimously approved a rezoning associated with the Nuropa property; these were land-use decisions rather than contract awards.
