# JOINT POLICE OVERSIGHT & ACCOUNTABILITY COMMISSION & SURVEILLANCE ADVISORY BOARD MEETING -09-24-2026

The September 24, 2026 joint meeting of Vallejo’s Police Oversight and Accountability Commission and Surveillance Advisory Board focused on the draft surveillance-technology audit plan and the Police Department’s use of Flock products. Members and speakers questioned whether quarterly reviews of 30 randomly selected records were adequate given roughly 5,000 ALPR searches per quarter. VPD explained that the sample size was initially chosen to fit staffing capacity and that audits also review anomaly alerts and the five most frequent users; commissioners asked the department to explore and report back on statistically grounded sample sizes and the associated workload. No vote or formal procurement action was recorded.

VPD reviewed its agreements and inventory: the original Flock contract runs from April 3, 2024, through April 3, 2029, and an amended agreement covering Raven gunshot detection runs from December 16, 2025, through June 20, 2027. The presentation identified 99 ALPR cameras, Raven gunshot-detection devices, and Condor cameras, and described data-sharing controls and department safeguards. Public comments and commissioners raised concerns about privacy, data security, possible misuse, effectiveness, and the limited scope of a community survey; others cited public-safety benefits. Participants proposed a broader, more representative community survey and discussed whether the city should continue using Flock, but no contract change, purchase, or spending decision was made.
