# Mountain Community Capital Fund Operating Committee – October 15, 2026

The Mountain Community Capital Fund Operating Committee held a preparatory discussion on October 15, 2026, ahead of its November 6 meeting. The committee reviewed draft strategic-vision materials and a proposed process for gathering input from community development financial institutions (CDFIs). Members discussed whether to hold structured follow-up meetings, how to reflect prior lender feedback, and whether staff from Buncombe County’s Strategy and Innovation team should facilitate. The committee took no action, and no contract awards, purchases, or other procurement activity were identified.

Discussion covered feedback on the loan-guarantee request form, which was described as broadly positive, and a proposed borrower release-of-information form, for which lender views were mixed. Members also raised the fund’s long-term capacity, the need to seek additional funding, technical assistance for borrowers, and a possible moratorium on lending to Mountain BizWorks while substantive issues are addressed; no decision was made on that proposal. Staff will continue preparing the strategic-vision and CDFI-engagement items for consideration at the November 6 meeting.
