# Planning & Zoning Meeting - October 15, 2026 (Part 2)

Pinal County Planning and Zoning Commission meeting, October 15, 2026: The commission recommended approval, without stipulations, of a major comprehensive plan amendment (PZPA015-26) involving 956 acres of farmland for an industrial campus. Discussion included the site’s existing dairy and nearby family residence, and the potential reduction of roughly 7,600 previously entitled residential lots. The Ak-Chin Indian Community opposed the amendment, citing unanswered questions about water use, agricultural and cultural-resource impacts, cumulative industrial and energy development, tribal consultation, and long-term site restoration. The applicant said the county’s 60-day agency review process had not generated prior comments from the Community and expressed willingness to discuss concerns.

The commission also recommended approval of three related cases for a roughly 19.77-acre construction staging and laydown yard: a non-major plan amendment to employment, a rezoning to light industrial with one stipulation, and a planned area development overlay with 11 stipulations, including revisions to access and right-of-way provisions. The proposed use is limited to construction-related equipment and material storage, with no repairs, sales, or junkyard use; site-plan review would follow. No procurement, contract award, or purchasing action was identified. The commission additionally discussed improving case-location information and reviewing road-width issues; the manager noted that the Board of Supervisors had approved the Desert Crest Energy Project the previous day and announced a planned ED3 work session for the November 19 meeting.
