# Hancock County, IN - 10/15/2026 Parks and Rec Board Meeting

The Hancock County Parks and Recreation Board meeting was held October 15, 2026. The board approved its rules of procedure and recommended moving forward with an ordinance to establish a non-reverting fund for donations, grants, and future park improvements; the proposal would go to the commissioners, county attorney, county council, and auditor for review and action. The impact fee account balance was reported as $39,140, with no expenses or payments reported. For the Shirley Trail extension, the board approved motions to present a proposed permanent electrical-conduit project to the commissioners and to explore using impact fees for it, pending confirmation of eligibility and required approvals. The estimated cost could be as high as $10,000; no expenditure or contract award was approved.

The board also received an update on a Highway Department RFP for design of the Ninstar Park at Sugar Creek Trail, including a parking lot, lighting, signage, and a multi-use asphalt trail. The RFP opened October 8, and consultant selection and project timing remain pending; no vendor was selected or award made. The Shirley Heritage Trail, funded by an Ignite grant, is nearing completion, with coating planned to preserve its photoluminescent aggregate and Rubal Landscaping to coordinate installation of a bench and memorial plaque. Other discussion included a possible advisory committee, but no action was taken on that proposal.
